Gangwon Province Governor Kim Jin-tae and Gangwon Provincial Council Chairman Kim Si-sung have entered their second day of a sit-in protest at the National Assembly, pushing for the passage of the third amendment to the Gangwon Special Law. On February 10, People Power Party leader Jang Dong-hyuk visited the protest site to offer his support.
During his visit, Jang encouraged Governor Kim, saying, “Stay strong.” He continued, “The special laws for the five regions and three special areas must be handled equitably. The three special areas can’t be special in name only; they need substantial authority befitting a special autonomous province. I pledge to keep this issue on our party’s radar.”
Governor Kim responded, “The third amendment to the Gangwon Special Law contains fewer than 50 articles and has already been through inter-ministerial consultations, yet we’re being sidelined. We urge that the special law for the three areas be processed alongside the administrative integration law in the National Assembly.”
That morning, Governor Kim strongly advocated for a swift review of the third amendment to the Gangwon Special Autonomous Province Law outside the meeting room of the National Assembly’s Administrative Safety Committee’s first bill review subcommittee.
The day before, the Gangwon Provincial National Citizen Promotion Council had rallied over 3,000 residents near the National Assembly to demand the speedy passage of the third amendment to the Gangwon Special Law.
With a resolute expression, Governor Kim, wearing a headband that read “Struggle,” held a placard asking, “Are you favoring integration while neglecting Gangwon?” as he participated in a head-shaving protest.
The third amendment to the Gangwon Special Law comprises 40 legislative tasks, including strengthening autonomy (6 items), outlining a vision for a global city focused on future industries (19 items), and implementing resident-friendly regulatory improvements (15 items).
