Ulsan Police Launches New Surveillance System for Motorcycle Traffic Violations: What You Need to Know

On the 15th, the Ulsan Police Department announced it will pilot sidewalk-enforcement equipment targeting two-wheeled vehicles (motorcycles and scooters) at the Byungyeong Intersection in Jung-gu.
The system identifies license plates of vehicles that enter areas where sidewalks or traffic-safety signs prohibit passage, then tracks their movements for enforcement within the monitored zone.
The equipment will be piloted for three months, from the 16th through June 15. Initially, officers will emphasize education and warnings for two-wheeler infractions before transitioning to formal enforcement.
Ulsan police said they will intensify public outreach to improve two-wheeler traffic compliance, including posting banners soliciting public reports in accident-prone areas and expanding publicity and guidance efforts.
If citizens witness violations such as motorcycles riding on sidewalks or running red lights, they can capture consecutive photos or video and report them via the Safe Report website or app.
Kim Dae-won, head of the Traffic Division at the Ulsan Police Department, urged residents to cooperate in cultivating a mature traffic culture that prioritizes pedestrian safety.
In 2025, Ulsan recorded 320 two-wheeler traffic accidents, resulting in 7 deaths and 386 injuries. Two-wheeler fatalities accounted for 15.2% of the city’s 46 total traffic deaths.
