Revolutionizing Emergency Response: How the Next-Gen 119 Integrated System Will Transform Disaster Management in Asia

On March 18, the National Fire Agency held a kickoff briefing for the Next-Generation 119 Integrated System ISMP (Information Systems Master Plan), an effort to build a disaster-response framework that integrates advanced digital technologies.
The project is designed to overhaul the aging 119 emergency system in preparation for increasingly large and complex disasters. The agency plans to leverage artificial intelligence (AI) and cloud technologies to develop a mid- to long-term roadmap for a next-generation disaster-response information system. At the briefing, National Fire Agency officials, communications officers in charge of information and telecommunications from the fire headquarters of 19 provinces and metropolitan cities, and the project contractor, the KT Consortium, reviewed the project’s direction and detailed implementation plans.
The ISMP project will analyze the current operation of nationwide 119 emergency reporting, dispatch, and on-scene response systems, focusing on defining the structure and functions of a Next-Generation 119 Integrated Platform. Key design elements include an AI-based system for analyzing 119 reports and supporting intelligent situational assessment; cloud-based solutions to ensure uninterrupted operations and robust disaster recovery; reinforcement of a national, cross-jurisdictional large-disaster response and seamless regional dispatch system; and a field response platform to support personnel operating at incident scenes.
Through this IT roadmap, the National Fire Agency intends to transform the 119 system into a platform, enhance its intelligence and international interoperability, and complete a smart disaster-response system.

We will also establish a national-level, wide-area response system that transcends provincial boundaries.\”
