The Ministry of Justice and the Ministry of Patriots and Veterans Affairs discussed measures to broaden honors for correctional officers, including eligibility for burial in national cemeteries.
On March 18, Justice Minister Jeong Seong-ho met with Minister Kwon O-eul of the Ministry of Patriots and Veterans Affairs at the Ministry of Justice headquarters in Gwacheon, Gyeonggi Province, to discuss expanding honors for correctional officers through amendments to the Act on the Establishment and Management of National Cemeteries (the National Cemeteries Act).
At the meeting, the two ministers agreed that correctional officers do more than manage inmates: they are a central pillar of social defense, responsible for maintaining social order, protecting human rights, and overseeing rehabilitation.
They noted that during peacetime correctional officers carry out inmates’ correction and rehabilitation duties, while in emergencies they act under the Integrated Defense Act as part of integrated defense—protecting critical national facilities and maintaining order. Working in closed environments and managing detainees around the clock, they perform high-risk, high-intensity duties and therefore make a significant public contribution.
However, under the current National Cemeteries Act, some uniformed personnel such as police and firefighters are eligible for burial in national cemeteries, while correctional officers are excluded. Critics argue that the current level of recognition does not match the risks of their work or their contribution to national security.
Justice Minister Jeong said, \”Correctional officers enforce the state’s penal authority and are representative uniformed public servants who protect citizens’ lives and safety. We will build consensus with relevant ministries and consult closely to ensure they receive honors commensurate with their sacrifice and dedication.\”
