Starting April 1: How Gunpo City Will Enforce Bank Account Seizures on Parking Fine Defaulters

City to Seize Bank Accounts and Enforce Collections for High Unpaid Parking Violation Fines

Gunpo City announced on March 23 that, beginning April 1, it will seize bank accounts belonging to individuals with large unpaid parking fines. The measure is intended to protect local fiscal health and ensure fairness for residents who pay on time.

The city said it will first encourage voluntary payment. If major delinquent fine holders continue to refuse or show no intent to pay, officials will move to seize accounts as a last resort.

Seizures will target accounts at all financial institutions, including nonbank financial institutions and securities firms. Once frozen, accounts will be blocked for withdrawals and transfers, and the city will forcibly collect amounts equal to the outstanding fines if payment is not made.

A city official urged residents to pay voluntarily, noting that collected fines will be used for traffic administration and facility improvements, and warning that failure to pay could result in financial penalties.

The account-seizure policy for substantial unpaid fines is intended to strengthen fiscal stability and preserve fairness for compliant taxpayers. Residents can pay fines in person, via a virtual account, by automated phone payment (ARS), or through the Witax online tax service.
