Ulsan’s Bold Move: Building a Sovereign AI Ecosystem for 2026

The City of Ulsan has launched a major effort to build the infrastructure for an AI-driven transformation across the community.

On the afternoon of the 30th, city officials signed a joint cooperation memorandum of understanding (MOU) in the city hall’s main conference room to establish a Ulsan-style sovereign AI platform. They also discussed plans to advance the project.

Sovereign AI refers to autonomous AI models that reduce dependence on specific technologies or companies and prevent the external leakage of critical industrial data.

The signing ceremony brought together Mayor Kim Du-gyeom; UNIST President Park Jong-rae; ETRI Director Bang Seung-chan; KRICT Director Kim Hyun-chul; and about ten representatives from participating companies, universities, and research institutes, including Hyundai Motor, HD Hyundai Heavy Industries, SK Energy, and Korea Zinc.

Under the agreement, participants will collaborate to build the sovereign AI infrastructure, share data, and jointly develop and pilot AI models tailored to manufacturing. They will also run field-focused training programs to cultivate specialized talent, coordinate institutional support, and exchange information to create digital jobs and strengthen the AI industry ecosystem.

Mayor Kim Du-gyeom said, “This agreement marks the starting point for establishing a Ulsan-style sovereign AI hub. We will integrate AI technology into the region’s core industries to produce tangible results and build a sustainable industrial ecosystem.”
