How Changnyeong County Resolved a 24-Year-Old Housing Crisis: A Model for Conflict Resolution

Changnyeong County said on the 12th that the Anti-Corruption and Civil Rights Commission selected the case titled “Handling the Use Inspection of the Long-Unfinished Dowon Apartments” as an outstanding example of resolving group complaints and presented it at the first Conflict Mediation Officers Workshop.

About 300 people attended the workshop, including the commission chair, a senior Blue House official—the presidential chief for Listening and Integration—the head of the Group Conflict Mediation Bureau, and conflict mediation officers from central and local governments and education offices.

Dowon Apartments in Changnyeong-eup remained unfinished for 24 years after the housing construction plan was approved in 1991, when the developer went bankrupt. Following a field mediation meeting convened by the commission in January, officials issued the certificate of occupancy in February.

The county coordinated with the Anti-Corruption and Civil Rights Commission, Gyeongsangnam Province and other relevant agencies to develop a settlement and mediation plan. It established a task force led by the deputy county mayor and comprising 11 departments, including the Urban Architecture Division, to oversee the approval process.

A Changnyeong County official said, “We hope this case becomes a model for resolving long-standing complaints,” adding, “Sharing this best practice should help strengthen each agency’s capacity to resolve complaints.”
