Philippines Faces Severe Blackouts Amid Energy Crisis: What You Need to Know

On the 16th (local time), the National Grid Corporation of the Philippines (NGCP) said it implemented rotating outages for several hours across parts of Metro Manila and northern Luzon, beginning the previous afternoon. NGCP attributed the outages to multiple major power plants going offline and a widespread grid failure.The country hit its hottest period of the year, with temperatures topping 40°C (104°F) in many areas, sharply increasing demand for air conditioning. AFP reported that millions in the blackout zones had to endure the heat without electricity.The day before, NGCP issued red and yellow alerts for parts of Luzon and the central Visayas, warning of possible outages. NGCP explained that a red alert—the most serious level—indicates supply shortages that could cause outages in some areas, while a yellow alert signals that reserve capacity has fallen below required levels. NGCP reported that Luzon had 12,075 megawatts (MW) of available capacity, leaving an 852 MW shortfall against peak demand of 12,927 MW. The Visayas faced about a 220 MW supply deficit.NGCP said it is focusing on stabilizing the Luzon and Visayas grids and is investigating the recent network problems. Energy Secretary Sharon Garin said in a statement that the public “deserves a full explanation” of the incident and that authorities will thoroughly investigate operational, technical, and compliance issues and take appropriate action where needed.In late March, President Ferdinand Marcos declared a national energy emergency, warning that the country’s energy supply faced imminent risk. Since then, government agencies have adopted a four-day workweek, begun importing Russian crude oil, and ramped up coal-fired generation as part of emergency measures.
