How the 2026 Military Capability Maximization Will Transform Defense Systems

The Defense Acquisition Program Administration (DAPA) has announced plans to aggressively pursue a project aimed at maximizing the performance of existing military assets.
On March 10th, DAPA signed a memorandum of understanding with the Defense Technology Quality Agency at its Gwacheon headquarters. The agreement focuses on projects designed to enhance the capabilities of current military systems through 2026.
This initiative, known as the “Existing Force Performance Maximization Project,” is designed to rapidly improve equipment performance, quality, and operational effectiveness based on feedback from the field. Since its inception in 2022, DAPA has successfully completed 66 projects, addressing urgent performance upgrade requests from the military. These efforts have not only increased user satisfaction but also significantly boosted combat readiness.
Until 2025, DAPA had delegated project management to both the Defense Technology Quality Agency and the Defense Rapid Acquisition Technology Research Institute. However, starting this year, DAPA is streamlining operations by designating the Defense Technology Quality Agency as the sole entity responsible for oversight. The agency is set to develop project plans and expedite the bidding process within the first half of the year.
The current initiative encompasses 17 distinct projects with a total budget of 144 billion KRW (approximately 108 million USD). Key focus areas include enhancing safety and combat efficiency of Army small tactical vehicles, upgrading the Navy’s tactical C4I system (KNCCS), bolstering anti-jamming capabilities of the Air Force’s Cheongung-I and II air defense systems, and improving exhaust configurations for Marine Corps MUH-I helicopters.
Park Jeong-eun, Director of DAPA’s Base Power Support Division, expressed optimism about the partnership: “By collaborating with the Defense Technology Quality Agency, which brings substantial technical expertise and infrastructure to the table, we anticipate being able to address military requirements more rapidly and effectively. We are committed to accelerating the Existing Force Performance Maximization Project to enhance the capabilities and reliability of our operational weapon systems.”
