Taean County Absent from Major Agreement Signing Amid Doubts Over MOU’s Substance

SEOSAN, South Korea — The Cheonsuman B District in Taean County, Chungcheongnam-do, is poised to become a pivotal hub for South Korea’s future aviation industry, officials said Thursday.

On May 10, a high-profile memorandum of understanding was inked at the Taean Arts Center. Signatories included Chungcheongnam-do Governor Kim Tae-heum, three-term Rep. Seong Il-jong of the People Power Party, Agency for Defense Development Deputy Director Lee Jeong-seok, and executives from defense giants Korean Air, LIG Nex1, Korea Aerospace Industries (KAI), and Hanwha Aerospace.

The agreement aims to leverage the planned Defense Future Aviation Research Center to create a strategic foothold for the aviation industry and stimulate regional economic growth.

The parties agreed to collaborate on developing research infrastructure, streamlining operations between government and private sectors, and securing both public and private funding.

Chungcheongnam-do pledged to develop specialized industrial zones, improve local infrastructure, and provide administrative support to attract businesses.

The Agency for Defense Development committed to rapidly establishing research facilities and supporting company relocations to the area.

Rep. Seong vowed to secure federal funding for the research center and associated projects, while also working to streamline regulations and update relevant legislation.

The four major firms agreed to utilize the area for research, testing, and manufacturing, with plans to explore further investments to boost local employment and industrial advancement.

Governor Kim emphasized the need for an industrial cluster, urging the major corporations to invest heavily in Taean.

The Aviation Center, slated for completion by 2032, represents a 329.4 billion KRW (247.05 million USD) investment. It will feature specialized facilities including UAV research runways, flight control centers, and cutting-edge research equipment.

The Agency for Defense Development plans to consolidate its nationwide UAV research operations at this new hub.

Notably absent from the ceremony was Taean County, a key stakeholder. Mayor Gase-ro had previously expressed skepticism about the MOU’s substance, declining to participate.
