China’s Ministry of State Security said it arrested a suspected foreign spy after a taxi driver reported suspicious behavior, and the ministry urged ordinary citizens to take an active role in national-security monitoring.
On April 17, state-run Xinhua reported that the ministry used its official social media accounts to disclose several major national-security incidents, including a case in which a foreign national attempted to photograph military installations.
The arrest hinged on the quick judgment of taxi driver Mr. Cheon. He reported two foreign passengers who repeatedly photographed entrances near a military facility and displayed other suspicious behavior after using his taxi.
Investigators concluded the foreigners were acting on orders from an overseas intelligence service and sought to identify exact facility locations and troop deployments. Authorities said the suspects used a regular taxi to obtain easy, discreet access.
Beijing framed the case as an example of how vigilant citizens can protect national security. Authorities presented Mr. Cheon with a \”National Security Reporting Merit Award\” and said the honor is intended to encourage more public reporting.
The announcement came around April 15, which Beijing observes as National Security Education Day for All Citizens. The case aligns with a broader policy push to stress civilian involvement in security through educational materials and public campaigns.
Analysts say Beijing may be emphasizing external spy threats to bolster internal unity and to build a more robust, society-wide surveillance apparatus.
