He said officials had considered convening an NSC working meeting when a strike was first raised as a possibility, but the likelihood of a strike did not appear certain at that time. “So we did not hold the NSC working meeting and instead have been communicating and responding through other channels,” he said.

The Blue House’s decision to call the NSC now indicates that, after authorities determined on the 10th that the fire was caused by a strike from an unidentified aerial object, they have effectively concluded the vessel was hit and are assessing the incident’s broader implications across multiple dimensions.
