North Korea Expands Tactical Roads Near MDL: What Does This Mean for South Korea?

Japanese newspaper Mainichi Shimbun reported on May 18 that North Korea appears to be carrying out roadwork near the Military Demarcation Line (MDL) around Kaesong, likely to extend tactical roads. Observers at a Gimpo, Gyeonggi Province, lookout on the morning of May 16 reported seeing North Korean soldiers install evenly spaced posts along an unpaved track north of the MDL and carry out blasts that appeared aimed at removing bedrock. Jeong Seong-hak, director of the Satellite Analysis Center at the Korea Institute for Security Strategy, analyzed photos provided to Mainichi and told the paper the activity is consistent with construction of tactical roads. Mainichi suggested the moves may be intended to make the MDL function as a de facto border, signaling a shift away from reunification and toward treating South Korea as a principal adversary.
