North Korean leader Kim Jong Un convened a meeting of divisional and brigade commanders across the armed forces and ordered them to reinforce units along the Military Demarcation Line near the Demilitarized Zone.

Analysts say the move is part of Pyongyang’s broader push to recast inter-Korean relations as a hostile, two-state relationship and to reassert its territorial claims.

Korean Central News Agency (KCNA) said Kim summoned division and brigade commanders to the Workers’ Party Central Hall on May 17 to discuss a series of significant military matters.

KCNA reported Kim invoked the party’s territorial defense policy, calling for frontline units guarding the southern border to be strengthened and for the border to be turned into an “impregnable fortress.”

He went beyond a call for tighter vigilance, demanding a comprehensive overhaul of frontline unit organization and technical capabilities. He ordered a review of operational concepts and directed that practical training be updated to reflect the modernization of military hardware.

KCNA quoted Kim as saying institutional measures will be established to modernize the force both organizationally and technologically, and he emphasized commanders’ responsibilities in carrying out those measures.

He said that as the military’s equipment modernizes rapidly, operational concepts across all domains must be redefined, and planned programs to translate those concepts into unit combat training must be accelerated.

Kim ordered that training to achieve full combat readiness remain the military’s core duty. He directed commanders to overhaul training systems and strengthen realistic drills to match changes in modern warfare and the armed forces’ development.

“We are building a powerful military,” Kim said, adding that if the tasks outlined in the upcoming five-year plan are completed, the military’s strategic readiness will be transformed and will bring significant changes to its deterrence posture.

The meeting was attended by Chief of the General Staff Ri Yong-gil and Defense Ministry adviser Pak Jong-chon, among others. After the session, Kim posed for commemorative photos with the commanders to project unity.
