The Chungnam Dangjin City Council wrapped up its 126th special session on the 10th with the conclusion of the 4th plenary meeting.

This special session, which spanned eight days, saw the council review and finalize a total of 26 agenda items in the plenary session. These items included 19 ordinances, 4 consent measures, 1 public hearing proposal, 1 management plan, and 1 report, all of which had been scrutinized by various standing committees.

During the 4th plenary meeting, Councilmember Jo Sang-yeon raised critical questions about the concentration of negotiated contracts and called for enhanced transparency in small-scale contracts, challenging the administration to outline its improvement strategies.

Jo highlighted the problematic trend of contract concentration among certain companies and pointed out the oversight gaps in managing contracts valued under 5 million KRW (approximately 3,750 USD). He urged for a more robust and systematic approach to contract management.

In response, the head of Dangjin City Hall’s accounting department acknowledged the issue, stating, “While we currently implement a total quantity system for negotiated contracts at the main office level, we face limitations due to existing regulations. Small contracts are designed to facilitate swift administrative processes, making it challenging to enforce mandatory adjustments.” However, he assured, “For contracts exceeding 5 million KRW (approximately 3,750 USD), we employ a comprehensive contract status management system for systematic oversight.”

Vice Chair Choi Yeon-sook of the Dangjin City Council, serving as acting chair, expressed her appreciation in her closing remarks: “I extend my gratitude to my fellow council members and city officials for their dedicated cooperation in conducting this special session, especially given the busy period leading up to the Lunar New Year.” She reflected, “This session provided a valuable opportunity to assess Dangjin’s future vision and policy direction.”

Choi further emphasized, “It is our hope that the diverse opinions and alternative proposals put forth by the council will be diligently incorporated into the city’s administration, resulting in tangible improvements that residents can experience firsthand.” She concluded by stating, “We look forward to ongoing close collaboration between the council and the administration to enhance the quality of life for our citizens and drive regional development.”
