Daejeon’s Future: AI-Driven Strategies for a Smart City by 2023

On February 10, Joo Jeong-bong, Vice Chairman of the Daejeon City Democratic Party, officially announced his candidacy for the Daejeon Seo-gu mayoral election, scheduled for June 3.

At a press conference held in the Daejeon City Council lobby that morning, Joo unveiled his campaign slogan: “A City Where Residents Are the Owners, Together for a Thriving Seo-gu.” He outlined his vision to develop Seo-gu into the heart of the Chungnam-Daejeon Integrated Special City and a globally competitive science park metropolis.

Joo proposed establishing Seo-gu as a hub for future AI-based industries. He plans to secure 1 trillion KRW (750 million USD) in AI-related funding from the 20 trillion KRW (15 billion USD) special city subsidy to create a “Science Park AI Startup Valley.” This initiative aims to generate jobs for young professionals and drive new economic growth in the region.

In the administrative sector, Joo suggested implementing a “communication phone” system for direct, ongoing interaction between the mayor’s office and residents. He explained that an AI system would categorize public concerns, while city officials would handle on-site responsibilities, fostering direct communication between residents and local government.

Addressing balanced development, Joo outlined plans to improve the Dunsan area through reconstruction and revitalize Doma, Boksu, Jeongnim, Gajang, Goejeong, Naedong, and Byeondong through urban renewal. He also proposed creating a multi-cultural park in the Gwanjeo and Doan districts and introducing a “sunlight pension” in existing urban areas to reduce regional disparities.

For welfare and education, Joo pledged to build a comprehensive social safety net to address welfare gaps. He also plans to boost educational competitiveness by implementing an AI-based education system, aiming to transform Seo-gu into an educational destination.

Furthermore, Joo proposed creating a youth-friendly city by expanding housing and job opportunities for young people, while also realizing the vision of a global science and culture capital.

Joo presented three key proposals for Seo-gu’s long-term future: promoting its elevation to special city status within the Chungnam-Daejeon Integrated Special City, establishing a new city identity through a resident-led name change initiative, and repurposing the Daejeon City Hall as the Seo-gu City Hall in preparation for regional integration.

“I will create a democratic city where residents directly shape its name and future,” Joo declared, adding, “My administration will take responsibility for everything from addressing minor concerns to implementing major changes.”
