Embargo Breach: What It Means for South Korea’s Media Landscape in 2023

On the morning of the 10th, a clip from Kim Eo-jun’s “It’s Hard to Be Humble” news program went viral.

An embargo is an agreement to delay reporting information until a specified time. The Blue House has maintained strict adherence to embargoes for presidential security reasons while providing various information to reporters for their convenience.

On the afternoon of the 10th, Lee highlighted in a video titled “Kim Eo-jun Undermines Presidential Authority… Embargo Breach Causes Uproar… Lee Sang-ho’s News Critique” on Gobal News TV that Kim Eo-jun had broken the embargo regarding President Lee Jae-myung’s schedule earlier that day.

Lee stated, “The president is planning an overseas trip, and while the press corps is aware, it’s under embargo. This is a critical matter involving national security and South Korea’s interests. They disclosed this information carelessly during casual conversation.” He added that even if Park Hyun-gwang, the Blue House reporter from News Factory, didn’t directly leak the embargo, the reporter would be held accountable if the information became public through their media outlet. Lee noted, “Disciplinary procedures have begun, which could result in Park Hyun-gwang facing reporting restrictions.”

Gobal News and News Factory are new YouTube-focused media outlets granted Blue House access under the Lee Jae-myung administration. Lee remarked, “We believe new media has emerged as a leading force in the so-called ‘Revolution of Light’ for the progressive camp, so we’ve been extremely cautious with embargoes to avoid issues and maintain a professional image.” He argued, “If this trend of breaking embargoes continues, the Lee Jae-myung administration’s bold initiative to open doors to new media could face backlash.”

Reports circulated that Park had been barred from the Blue House, but this was confirmed to be false. The reporter from the outlet that violated the embargo must submit a statement to the Blue House press corps, and may face disciplinary action. As of now, neither Park’s statement nor any disciplinary procedures have been initiated.
