Incheon Property Sale Controversy: Why the Suspension Matters for Future Development

The sale of public assets in Incheon’s Jung District, which had become a political flashpoint ahead of Jemulpo District’s July launch, has been suspended.

On Tuesday, Jung District officials announced the cancellation of bids for public properties valued at 3.06 billion KRW (2.3 million USD), including the Injin Building, Snow Flower Village Cultural Center, former community center in Yulmok-dong, and fencing team quarters. The Veterans Hall, appraised at 1.98 billion KRW (1.49 million USD), will also be withdrawn from sale.

The district had initiated bidding for four buildings last month, but after the first round failed, a second round was announced.

Last Thursday, local Democratic Party committees for Jung District, Ganghwa County, Ongjin County, Dong District, and Michuhol Gap held a press conference outside Jung District offices. They demanded a halt to the property sales, accusing Jung District of “trying to liquidate assets before Jemulpo District’s launch while passing on debts.”

In response, Dong District Mayor Kim Chan-jin criticized the move on Friday, stating, “It’s evident that a certain political party is politicizing the public property issue for strategic gain.” 「Incheon Ilbo Online: ‘Public Property Sale Controversy Ignites During Election Season; No Official Talks Between Jung and Dong Districts’」

As the partisan debate over public asset sales intensified, Jung District ultimately decided to suspend the process.

Jung District Mayor Kim Jeong-heon explained, “Since taking office, we’ve been organizing idle assets and pursuing sales to address budget shortfalls. While the sale process is legally and administratively sound, we’ve decided to halt it to avoid further political controversy and focus on administrative restructuring.”

Dong District Mayor Kim also commented on social media, “This outcome results from Dong District’s proactive stance, Incheon City’s mediation, and Jung District’s cooperation. We’ll ensure transparency in future discussions and firmly counter any misleading political attacks.”

However, Jung District officials indicated they might reconsider selling some properties after consulting with Incheon City.

A district representative stated, “While we have no plans to resell major properties like the Injin Building or Veterans Hall, long-vacant buildings such as the Snow Flower Village Cultural Center may be reconsidered.”
