Yongsan International Business District: Why 10,000 New Homes Proposal Needs Reconsideration

Yongsan District Council Passes Resolution Opposing Housing Expansion in International Business District

The Yongsan District Council convened its 304th extraordinary session on February 9 to review the government’s recent “Urban Housing Supply Expansion and Acceleration Plan,” which proposes adding 10,000 housing units to the Yongsan International Business District.

Councilmember Kwon Du-seong led the initiative, with six other council members co-sponsoring the resolution.

The government unveiled its comprehensive urban housing expansion strategy on January 29, 2026, which included the Yongsan International Business District housing plan. In response, the Yongsan District Council emphasized the need for a more thorough assessment, taking into account the district’s national strategic importance and local conditions.

The Yongsan International Business District, covering approximately 462,810 square meters (4.6 million square feet), is a crucial national project aimed at creating a global business hub by integrating international commerce, retail, and cultural facilities. The council stressed the importance of a balanced development approach that preserves the area’s intended purpose and functionality.

Moreover, Yongsan District is currently managing several large-scale redevelopment projects, including Hannam New Town, which has already strained local infrastructure in terms of transportation, education, and environmental resources. Given these circumstances, the council argued that any additional large-scale housing developments should be preceded by a comprehensive analysis of infrastructure capacity and supplementary measures.

The council also highlighted the need for greater consideration of local input in the policy-making process, such as Yongsan District’s proposal to adjust the residential ratio within the business district. They called for enhanced dialogue and collaboration between federal and local governments moving forward.

Through this resolution, the Yongsan District Council requested: ▲ A reassessment of the housing supply plan that considers the business district’s function and local characteristics ▲ Development of alternative solutions that holistically address transportation, education, and environmental infrastructure concerns ▲ Policy implementation through cooperative discussions between the federal government and local authorities.

The resolution is slated to be submitted to relevant government bodies, including the Blue House, National Assembly, Ministry of the Interior and Safety, and Ministry of Land, Infrastructure, and Transport.
