How Dangjin City Council’s Policy Support Team Boosted Legislative Success by 66% in 2026

Dangjin City Council in South Chungcheong Province says its Policy Support Team plays a central role in strengthening the council’s professionalism and outcomes by providing expert legislative and budgetary support.
On March 13, the council reported that the Policy Support Team, led by team head Gu Su-hoe, has elevated the performance of the 4th council through systematic, expertise-driven support.
During the council’s March 12 member duty day, officials presented the “4th Dangjin City Council Policy Support Team Performance Report,” sharing the results of the policy support officer program and the team’s key contributions to council work.
In local legislation, the 4th council submitted 272 proposals for ordinances and regulations, a 66% increase over the 3rd council. Officials credit this rise to the Policy Support Team’s professional legal drafting and advisory work, which provided systematic support for members’ legislative activity.
Beyond increasing proposal volume, the team conducted legislative impact assessments to closely review existing ordinances and improve their quality.
Those efforts drew external recognition. The council received the Ministry of the Interior and Safety’s Excellent Proactive Ordinance Award, the Ministry of Government Legislation’s Outstanding Local Legislation Agency Award, and the Korean Association for Local Government Studies’ Best Ordinance Award.
Building on these achievements, three local councils — including Incheon’s Seo-gu Council — visited Dangjin last year to benchmark its policy support operations, reflecting nationwide interest among local legislatures.
The team’s analytical capabilities were also evident in budget reviews and administrative audits. Detailed data analysis helped identify and eliminate unnecessary spending, strengthening the council’s oversight and accountability functions.
Notably, the council has institutionalized a “legislative-linked audit” system that converts audit findings into ordinance proposals or amendments, sharpening legislative checks on the executive branch.
Looking ahead, Dangjin City Council plans to expand data-driven support by leveraging AI and big data and to further enhance the expertise of its policy support officers so that legislative work continues to advance citizens’ welfare.
