Dae-gu Mayoral Race: Joo Ho-young’s Legal Battle Against Cutoff Decision Explained

On the same day, Joo filed an injunction at the Seoul Southern District Court challenging his exclusion from the Daegu mayoral race.

The Seoul Southern District Court held a hearing on the 27th for the injunction Joo Ho-young filed to challenge the People Power Party’s decision to exclude him from the Daegu mayoral primary.

In the afternoon, Civil Division 51 of the Seoul Southern District Court, presided over by Senior Judge Kwon Seong-su, conducted the hearing on Joo’s request to suspend the effect of the party’s cutoff decision.

Joo’s legal team argued the party’s decision suffered both procedural and substantive defects. They told the court the party offered an implausible rationale, saying it removed him because he was “too distinguished” and should be assigned to more important work.

They added that the cutoff was an undemocratic, arbitrary act unworthy of a major opposition party.

The People Power Party defended its decision, saying it excluded Joo because, as the party’s longest-serving six-term lawmaker, he is better suited to fill larger roles the party requires.

The party also said the cutoff fell within its organizational autonomy and was made without procedural or substantive flaws.

After the hearing, Joo told reporters the party’s defense was manufactured, arguing that the party’s own explanations demonstrate the cutoff lacked any legitimate basis.

The court ordered both sides to submit filings by the 31st and is expected to issue a decision on the injunction next week.
