What Are the Upcoming Changes to Korea’s Broadcasting Laws? Insights from the Expert Forum

The Broadcasting, Media and Communications Commission will hold a forum to map out the institutional framework for follow-up measures to the \”Three Broadcasting Laws\” and begin drafting detailed implementation standards.

On the 22nd, the commission announced the forum will take place on the 23rd at the Korea Broadcasting Center in Mokdong, Seoul. The meeting will address how to design institutions to ensure effective implementation of follow-up measures to the Three Broadcasting Laws, including the Broadcast Act, the Broadcasting Culture Promotion Association Act, and the Korea Educational Broadcasting Corporation Act.

The commission said it intends to collect wide-ranging input from experts and the public on the draft follow-up measures reported at its plenary session on the 10th. It plans to refine detailed standards and an implementation framework with attention to practical, on-the-ground application.

At the forum, participants will discuss the commission’s draft — which is currently under legislative and administrative notice — assess likely issues that could arise during implementation, and seek improvements to secure the measures’ effectiveness.

The session will be moderated by Choi Young-muk, a professor in the Department of Media Content Convergence at Sungkonghoe University. Jang Dae-ho, acting director of the commission’s Broadcasting Policy Bureau, will summarize the main points, explain the draft’s background, and outline key considerations for the institutional design.

Panelists will include Kwon Hyung-dun, professor of law at Kongju National University; Huh Chan-haeng, professor of journalism and broadcasting at Konkuk University; Kang Yoon-ki, president of the Korea PD Association; and Kim Dong-won, policy director of the National Union of Mediaworkers.

The commission said it will review the forum’s proceedings and the comments submitted during the public notice period, hold in-depth discussions among commissioners, and finalize its proposal promptly.
