Wonju City Achieves Major Leap in Civil Service Evaluation: What’s Behind the Two-Grade Rise?

Wonju City has significantly improved its standing in the government-led civil service evaluation, jumping two levels in just one year. This remarkable progress stems from an administration that not only expanded services but also effectively incorporated community feedback and enhanced accessibility for underserved groups.
The city announced its achievement of a ‘B’ grade in the 2025 Comprehensive Evaluation of Civil Service, conducted jointly by the Ministry of Interior and Safety and the Anti-Corruption and Civil Rights Commission. This marks a substantial two-tier improvement from the previous year’s assessment.
The evaluation covered a one-year period from September 2024 to August 2025. It assessed five key areas: civil administration strategy and systems, operation of civil service systems, handling of National Civil Complaint Center issues, resolution of grievances, and customer satisfaction. These categories were further broken down into 21 specific indicators.
Wonju City’s improved rating can be attributed to a dual-pronged strategy focusing on enhanced communication and infrastructure development.
Throughout the evaluation period, the city implemented a robust feedback system that allowed for swift integration of citizens’ input into municipal governance. Rather than simply processing complaints, the city leveraged this feedback as a foundation for meaningful policy formulation.
Particularly noteworthy were the tailored services aimed at vulnerable populations. Wonju made significant hardware investments, including reorganizing amenities in civil service offices and installing accessible self-service kiosks equipped with features for individuals with disabilities.
Reflecting on these results, Mayor Won Kang-soo stated, “Our commitment to providing friendly and efficient administrative services that resonate with our citizens has yielded tangible results.” He further emphasized the city’s ongoing dedication to administrative innovation that aligns with the expectations of its residents.
