Jinju City Council member Yoon Seong-gwan introduced a partial amendment to the ordinance governing the selection and support of Jinju’s master craftsmen. The bill is scheduled for a vote on the 16th during the 272nd extraordinary session.

The ordinance, enacted in 2023 to identify and honor the region’s skilled technicians, is being revised to address issues that emerged during its implementation.

The core change establishes nonstanding, ad hoc review panels composed of experts in the relevant trades. Each panel would convene when a review item arises and would dissolve automatically after completing deliberations and voting.

Proponents say this will lead to more objective and efficient evaluations by ensuring that appropriate experts participate for each trade every year.

The amendment also provides for bonus points in the evaluation and selection process for support programs for individual master craftsmen and for companies that have produced such masters. The aim is to encourage regional industrial development by giving policy preference to workplaces that train skilled technicians and facilitate skills transfer.

“Skilled technicians are a crucial foundation of regional industrial competitiveness,” Yoon said. “We hope that enhancing the fairness and expertise of the master-selection process and expanding recognition and support for skilled technicians will contribute to regional industrial development.”
