Councilmember Kim Dohyun Envisions an 'AI Smart City' After Passing Basic AI Ordinance

On March 18, during the Anyang City Council’s 309th extraordinary session, the council passed the \”Anyang City Basic AI Ordinance,\” introduced by Councilmember Kim Dohyun, establishing an institutional foundation for the city’s transition to an AI smart city.
The ordinance outlines the measures Anyang will use to implement AI policies aimed at driving administrative innovation and realizing its smart-city vision.
Key provisions include developing a basic AI plan, conducting AI impact assessments, integrating AI into municipal administration and public services, training specialized and operational personnel, and establishing advisory panels.
Councilmember Kim said, \”Last November, Anyang became the first city in the country to receive international smart-city standard certification from the International Telecommunication Union (ITU). I hope that by adopting this basic ordinance we can redefine the city’s vision and support its leap into an AI smart city.\”
The city plans to accelerate AI policy implementation this year through its newly reorganized AI Strategy Bureau. Based on the AI industry ordinance, the city has allocated 270,000,000 KRW (approximately 202,500 USD) to this year’s AI-Digital Business Development Support Program.
The ordinance reflects the city’s growing interest in and demand for advanced technologies at the center of the Fourth Industrial Revolution and is expected to serve as an important stepping stone for development into a smart city.
City officials say Anyang’s efforts to accelerate urban innovation through AI will play a key role in the city’s evolution as a future-oriented municipality.
