Government’s Surprise Checks on Public Institutions: Are They Complying with the New Vehicle 5-Unit System?

KEPCO, KOTRA and 10 other public institutions targeted nationwide

With a five-day vehicle rotation for the public sector in effect since the 25th, the government has launched surprise inspections at 12 public institutions nationwide to ensure the policy is being enforced properly.

The Ministry of Climate, Energy and Environment and the Korea Energy Agency said they will conduct unannounced inspections at the 12 institutions at 3 p.m. on the 27th to assess how well the passenger-car five-day restriction is being implemented.

The institutions selected for regional checks are △KOTRA (Seoul) △K-water (Daejeon·South Chungcheong) △Korea District Heating Corporation (Gyeonggi) △Korea Electric Power Corporation (Gwangju·South Jeolla) △Korea Environment Corporation (Incheon) △National Health Insurance Service (Gangwon) △Korea Institute of Ocean Science & Technology (Busan·Ulsan) △National Pension Service (North Jeolla) △Korea Research Institute for Human Settlements (Sejong·North Chungcheong) △Korea Land & Housing Corporation (South Gyeongsang) △Korea Gas Corporation (Daegu·North Gyeongsang) △Government Employees Pension Service (Jeju).

A ministry official said the institutions were evenly selected across regions and that the inspections will verify whether the agencies are following the implementation guidelines and whether any violating vehicles are parked on their premises.

Public institutions are required to develop institution-specific implementation plans for the five-day vehicle rotation, register those plans in the Korea Energy Agency’s system, and maintain records of employee vehicles, exempt vehicles and the reasons for exemptions. Institutions must also regularly notify staff about the measure and conduct periodic compliance checks.

Park Deok-yeol, Director-General for Hydrogen and Thermal Industry Policy at the ministry, said public institutions must take the lead in efforts to overcome the energy crisis. He added that the ministry will continue monitoring compliance and urged each agency to ensure full implementation.
