Kim Jong-cheol, chair of the Broadcasting, Media and Communications Commission, said a phased, age-differentiated approach is needed for how young people use social media.

At a 100-day press briefing today (March 30) at the Gwacheon Government Complex, Kim said it is unrealistic to regulate very young children the same way as older teens who have a greater level of cognitive development and life experience.

He pointed to moves in countries such as the United States and Australia to hold platforms accountable for “addictive design” that drives teens’ excessive use of social media, calling the problem a global one rather than one unique to Korea.

However, Kim said strong measures—such as deleting accounts or outright bans—alone are unlikely to be effective. His office will pursue tailored policies that combine regulation with protections.

Kim warned that one-size-fits-all approaches have limits when teens can readily circumvent rules, citing the former game shutdown policy as an example of how regulation can lag behind technological change.

He urged parents, educators, experts and civil society to reach a social consensus and develop solutions together, emphasizing that efforts to normalize the media environment should be paired with education in digital media literacy.
