So Yeong-ho, the Democratic Party of Korea candidate for Jangseong County mayor, unveiled plans for a one-time 600,000 KRW (about $396) livelihood stabilization payment and a Jangseong-style basic income to address the prolonged Middle East war and rising oil and consumer prices.

At a press conference on April 5, So said he will seek a post-election supplementary budget to deliver a one-time payment of 600,000 KRW per resident (about $396).

He proposed distributing the funds through Jangseong regional currency to encourage local spending and help restore revenues for small businesses.

As a medium- to long-term measure, So said he plans to pilot a Jangseong basic income next year that would provide roughly 600,000 KRW per person annually (about $396), with a goal of expanding it to about 1.2 million KRW per person annually (about $792) from 2028 onward.

So argued the payment would provide an immediate boost to the local economy and help restore livelihoods. He said that by rigorously reexamining discretionary spending, the program could be implemented and would be the most practical way to support residents while revitalizing the local economy.
