Shocking Human Rights Violation: Airgun Incident Against Migrant Workers in Hwaseong

Hong Seong-gyu, the Progressive Party candidate for governor of Gyeonggi Province, on the 8th called the Hwaseong City incident—where a migrant worker was sprayed with an air gun—an abhorrent human rights violation and a grave criminal act. He demanded a thorough investigation, strict punishment for those responsible, and protections for the victim.

That day, Hong wrote on social media that foreign workers are members of our society who live and contribute alongside us, and that South Korea’s industries would struggle to operate without them. He said Gyeonggi Province, home to one-third of the country’s foreign workforce, requires more respect and consideration than any other region.

Earlier, on Feb. 20, reports said the owner of a manufacturing company in Hwaseong City sprayed an air gun at a foreign worker’s body, causing internal injuries. Police are also investigating allegations that the company attempted to exploit the worker’s unstable immigration status to force a return to their home country.

Hong proposed introducing “safe hospitals” for foreigners across Gyeonggi Province so undocumented migrants can seek medical care without fear of immigration enforcement. The model, currently operated in Jeollanam-do, allows treatment with only a doctor’s certification—no immigration documents required—helping to address gaps in medical access.

He added that he would ensure these hospitals are established wherever needed in Gyeonggi Province so foreign workers can seek care safely, regardless of their immigration status.
