OpenAI Unveils Plan to Turn South Korea Into an AI Infrastructure Hub

Kwon said Korea is a very important country for OpenAI and that the company’s objectives in the Korean market go beyond raising individual productivity or corporate efficiency; they include applying AI broadly across society—in public infrastructure, innovative firms, and national resilience.OpenAI is launching the “Korea Cyber Action Plan” to strengthen cyber-defense capabilities across the Korean government, public agencies, and private companies. Kwon argued that advanced cyber-AI capabilities should not be concentrated narrowly; Korea’s principal defense actors should be able to use them to bolster collective security and public safety. The Korea Cyber Action Plan, developed under OpenAI’s cybersecurity initiative “Daybreak,” focuses on enabling broad access to advanced AI-based cyber-defense capabilities for government bodies, public institutions, and businesses. Key elements include briefings and demonstrations of advanced cyber-AI tools, expanding government and public institutions’ access to advanced cyber models through a trust-based access (TAC) program, and extending TAC to major firms in industries critical to the nation.OpenAI is also expanding cooperation with domestic institutions across public infrastructure, policy finance, and corporate innovation. On the 26th, it signed a memorandum of understanding with Korea Water Resources Corporation for “global cooperation on climate change and disaster response,” agreeing to jointly explore AI applications in water management and to develop an intelligent water-disaster response system. OpenAI also signed a cooperation agreement with the Korea Technology Finance Corporation to “mutually cooperate to revitalize the AI ecosystem,” pledging support for the growth and innovation of domestic AI startups, including the development of AI-based technology assessment systems.
