Will Housing Supply Bills Pass in South Korea? Key Insights Ahead of May 8th Vote

South Korea’s homebuilding industry urged lawmakers to pass legislation implementing the government’s housing‑supply measures at the National Assembly plenary session scheduled for the 8th.

On May 7, the Korea Housing Builders Association and the Korea Housing Association said that, ahead of the May 8 plenary session, lawmakers must quickly move the bills needed to carry out the government’s housing‑supply plan.

The associations warned that key legislative initiatives designed to expand supply and revive the housing market have stalled in the legislature amid a market downturn driven by prolonged high interest rates and rising construction costs.

They said the government has unveiled a series of measures to boost housing supply, but delays in establishing the legal framework to implement those measures have only increased market confusion and uncertainty.

They emphasized that non‑homeowners who had been counting on policy reforms are becoming increasingly anxious as transactions dry up. Although expectations for more supply and greater housing stability have risen, delays in passing related bills are fueling further market dislocation. The associations warned that a prolonged legislative gap could erode the very foundations of affordable housing for ordinary citizens.

They also noted that the industry’s financial strain has reached a breaking point. As project timelines grow uncertain, financing conditions have deteriorated, raising the risk that new housing starts will fall and local economies will suffer over the medium to long term.

The two associations stressed that housing stability is a basic public necessity and should not be a partisan battleground. They urged both the ruling and opposition parties to set aside political calculations and cooperate, calling for swift agreement and passage of the bills to stabilize a market they say is on the brink.

They added that they hope the housing‑supply bills will clear the plenary session smoothly and help calm market anxieties, and pledged that the industry will work to reliably deliver quality housing to improve living conditions for the public.
