People Power Party Uijeongbu mayoral candidate Kim Dong-geun announced on May 22 that he will push to accelerate the return of Camp Stanley, a former U.S. military site in Gosan-dong, to attract major corporations and create an advanced industrial complex focused on AI and information technology. He said the plan would position Uijeongbu as a new growth hub for northern Gyeonggi Province.

Kim described Camp Stanley not as a simple development parcel but as a strategic asset capable of reshaping Uijeongbu’s industrial future. “Camp Stanley is a rare, large-scale strategic site even within the Seoul metro area,” he said. “We should not use this site for apartments or logistics centers. We must turn it into Uijeongbu’s core growth axis that creates future industries and jobs.”

He proposed shifting away from apartment- and logistics-centered development, converting Camp Stanley into industrial land that can attract companies, and building an advanced digital industrial complex centered on AI and IT.

Kim’s strategy aims to attract large corporations and establish an industrial ecosystem where partners, startups, and research institutes co-locate, transforming Uijeongbu into a self-sustaining industrial city.

He also emphasized an urban growth strategy linked to expanded regional transit, including the early opening of the GTX-C line and the extension of subway Line 8.

“Once the regional and urban rail networks—GTX-C, the Line 8 extension, double-tracking of Line 7, and the SRT extension—are in place, Uijeongbu will emerge as a key transportation hub in the northern Seoul metro area,” he said. “Combined with a Camp Stanley advanced industrial park, this will create a virtuous cycle in which transportation and industry reinforce one another.”

To accelerate Camp Stanley’s return, Kim said he will actively consult with relevant ministries, including the Ministry of National Defense and the Ministry of Land, Infrastructure and Transport. He also plans to pursue designation of a free economic zone and the creation of an IT industry cooperation district to prepare for development after the site is returned.

“If we don’t prepare now, the return process will face further delays,” he warned. “The core of Camp Stanley’s development is speed—and speed is competitiveness.”

Kim’s plan seeks to make Uijeongbu a new growth axis for northern Gyeonggi Province, playing a role similar to Pangyo.
