Will Hong Young-pyo’s Local Experience Shift Voter Sentiment in Ulleung’s Conservative Stronghold?

In Ulleung, a traditionally conservative stronghold, Hong Young-pyo, running as a Democratic Party of Korea candidate for the county council, has emerged as a potential wildcard in regional politics. Observers are watching whether the party’s blue banner will actually translate into votes in a jurisdiction that has never elected a Democratic-aligned local councilor.

On the 24th, Hong unveiled his policy platform, stressing, “A county councilor’s role is one of responsibility, not power.” He said he would prioritize on-the-ground work over deskbound policymaking to deliver tangible improvements to residents’ lives.

Supporters point to his hands-on operational experience as a key asset. He served as secretary-general of the Ulleung County Sports Association for 15 years, overseeing local events, and has mediated competing interests through civic groups such as the Junior Chamber (JC) and the Lions Club. He emphasizes implementation over rhetoric.

His pledges focus on practical, everyday issues. Improving mobility — a long-standing demand among residents — tops his agenda. He proposes introducing a public ferry system to reduce fares and restoring suspended routes. He also plans to actively pursue budget support from the central government and lawmakers to make those plans a reality.

Addressing population decline is another core priority. He would expand support for new residents and improve living conditions to encourage outsiders to settle, while strengthening aid for current residents. He also proposed medium- and long-term measures to ease chronic parking shortages in major residential areas such as Dodong, Jeodong, and Sadong.

He has sought to keep a distance from partisan labels. “Ulleung’s problems are not at a stage for ideological approaches,” he said. “Transportation, healthcare, and population issues are directly tied to central government budgets, so maintaining lines of communication with the ruling party is important.” He added that his decision to run under the Democratic Party of Korea reflects that pragmatic calculation.

He appealed for support, saying, “I will pursue pragmatic politics that looks only to residents, not left or right. Judge who can produce tangible results by connecting the county with the central government.”

Local political observers are watching whether this bid will produce a real fracture in the political landscape rather than mere symbolism. In Ulleung — long considered a conservative bastion — the electorate’s response to a campaign emphasizing field experience and national connections could signal a shift.
