GOP Abruptly Pulls Trump War Powers Resolution Amid Internal Revolt

The House Republican leadership abruptly withdrew a resolution that would have curtailed the Trump administration’s war powers after facing defections.

The New York Times reported that on May 22 (local time), House Republican leaders suddenly pulled a measure that would have prevented President Trump from continuing military operations against Iran without congressional approval, after concluding they did not have enough votes.

The House currently comprises 217 Republicans, 212 Democrats, 1 independent and 5 vacancies. With such a narrow GOP majority, a small number of defections can change outcomes. Republicans brought the same resolution to a vote on May 14, but it failed when only three members supported it. In the Senate, a similar measure reportedly passed on May 19 on its eighth attempt.

The NYT noted growing resistance within the Republican Party to a war with Iran. Under the 1973 War Powers Resolution, the president must notify Congress within 48 hours of initiating hostilities. If Congress is not notified, forces must be withdrawn within 60 days unless congressional authorization for military action is obtained.
