The draft stems from a call at last year’s presidential regulatory rationalization meeting to ease rules for parking robots. It also incorporates findings from a pilot carried out in the parking lot of the Chungbuk Content Industry Support Center in Cheongju.
The ministry expects the changes to help ease urban parking shortages, reduce disputes over parking and cut back on minor collisions. Parking shortfalls and related conflicts have been persistent social issues, especially in dense urban areas where housing supply has outpaced available parking and made parking one of the leading sources of tension in apartment complexes.
According to Apartment‑i’s 2024 Apartment Report, 22% of residents surveyed identified parking problems and management as the top issue that needs urgent attention when moving into an apartment.
As of the end of last year, roughly 26.5 million vehicles were registered nationwide, a 0.8% increase from the year before — about 0.52 vehicles per person. By contrast, the average number of parking spaces per household in apartment complexes nationwide is 1.05, which does not keep pace with vehicle registrations.
Key elements of the draft include establishing a legal status for parking robots, allowing flexible application of parking‑space standards and issuing safety guidelines.
