Breaking the Glass Ceiling: Kim Bora’s Recognition and the Push for 30% Female Representation in Local Governance

On February 9, Anseong Mayor Kim Bora was honored with an award from Democratic Party leader Jeong Cheong-rae, recognizing her efforts in promoting gender equality and democratic values. In her acceptance speech, Mayor Kim highlighted the persistent underrepresentation of women in administrative decision-making roles, despite increased female participation in society. She pledged to fulfill her responsibilities as a seasoned female politician and pave the way for future generations.

Mayor Kim expressed her sentiments on social media, stating, “This recognition for implementing gender-equal democracy in practice means more to me than any other award.” She added, “While women’s societal engagement has grown significantly, the glass ceiling remains intact. Notably, women continue to be underrepresented in key administrative decision-making positions.”

Experts have consistently pointed out the limited representation of women in crucial administrative leadership roles, including central government ministers and heads of regional and local governments. Historically, there has never been a female governor of any province, and currently, only seven women serve as mayors or county executives across both major parties. This underscores the ongoing institutional barriers to gender equality in politics and public administration.

Mayor Kim noted that over 50 women are running as preliminary candidates for local government leadership positions within the Democratic Party for the upcoming term. This surge is viewed as a promising sign for expanding women’s political engagement and diversifying local leadership.

She further declared, “As a trailblazer, I am committed to demonstrating that ‘women can excel in leadership roles,'” expressing her determination to overcome structural barriers through the achievements of female leaders.

Mayor Kim’s remarks, as a woman at the helm of local government, are expected to reignite discussions on gender equality across the political landscape, particularly with the approaching local elections. The experiences and accomplishments of female administrators like her may serve as crucial reference points for expanding the pool of women candidates and strengthening the foundation for their political participation.

Earlier on February 9, the Democratic Party’s National Women’s Committee organized the “Gender-Equal Democracy! Illuminating the Path to Victory in the 2026 Local Elections with Women’s Power” conference at the National Assembly. The event focused on expanding women’s political participation and strengthening their nominations. It featured a symbolic performance representing the “30% women nominations” goal and honored three female Democratic Party mayors, including Kim Bora, for their outstanding contributions.

Lee Soo-jin, chair of the National Women’s Committee, emphasized that increasing women’s political participation and representation is fundamental to democracy, asserting that “democracy without gender equality remains incomplete.” She urged breaking the “shameful 30-year history of no female governors” in the upcoming local elections, stressing that the “30% women nominations” is no longer just a recommendation but a strategic imperative for electoral success.

Party leader Jeong Cheong-rae acknowledged that “Korean democracy is built on women’s dedication and sacrifices.” Echoing President Lee Jae-myung’s philosophy that “extraordinary sacrifices deserve extraordinary rewards,” he committed to ensuring fair competition for women in securing nominations and winning in the upcoming local elections.

The event culminated in a powerful display of unity, with attendees participating in a performance symbolizing the “30% women nominations” goal and chanting slogans. The conference hall resonated with calls for “Gender-equal democracy” and “Securing victory in the 2026 local elections through women’s empowerment.”
