TBS Traffic Broadcasting Gets Conditional Reauthorization: What This Means for Commercial Advertising

On April 29, the Broadcast, Media and Communications Commission approved conditional re-licenses for several major radio stations, including TBS Traffic Radio. Citing TBS’s financial strain, the commission said it would permit commercial advertising at the station.

At its fifth plenary session that day, the commission voted to grant conditional three-year re-licenses to 17 radio stations: 14 operated by the Korean Broadcasting System (KBS), two by MBC Gyeongnam, and one by TBS.

These outlets had fallen short of the review board’s scoring threshold and faced hearings. They were re-licensed on the condition that they implement improvement plans to bolster public service, strengthen local programming and increase production investment.

The commission said TBS’s finances deteriorated after the city stripped the station of its status as a Seoul-funded entity. For that reason, it reversed a prior ban and will allow commercial advertising. The commission added it could revisit the permission if TBS’s financial picture changes, for example through expanded public support.

Members debated whether permitting commercials amounted to preferential treatment, but a majority viewed the move as an unavoidable step to stabilize operations under emergency management. They also urged tougher internal oversight to protect impartiality in broadcasting and strict monitoring of compliance with the stations’ management improvement plans.
