Rep. Jo Ji-yeon of the People Power Party (Gyeongsan, North Gyeongsang Province) on March 17 introduced a bill to strengthen the educational rights of elementary, middle, and high school students eligible for special education.
The bill would lower the minimum number of students required to establish special education classes to four in elementary and middle schools and to five in high schools, with the goal of improving the learning environment.
Under current law, special-class sizes are set at one to six students for elementary and middle schools and up to seven for high schools. Critics say that can leave a single teacher responsible for six to seven students, making individualized instruction difficult.
Rep. Jo said, \”Students eligible for special education have diverse needs and require careful support. This bill establishes an institutional foundation to reasonably adjust student-to-teacher ratios so each student can receive instruction tailored to their needs.\”
