Seoul’s Geumcheon District Office (Mayor Yu Seong-hoon) announced on the 14th that it will launch the “2026 Small Multi-Unit Housing Recycling Station Support Project” to improve the city’s appearance and establish a more efficient resource-circulation system.

The initiative targets small multi-unit housing—villas, multi-family houses, and studio units—where recycling infrastructure is often weaker than in apartment complexes. The program will provide designated recycling spaces to help create a cleaner, healthier residential environment.

Unlike apartments with formal management organizations, urban-style housing frequently lacks dedicated recycling areas. That shortfall has led residents to mix general waste and recyclables or to leave trash at specific alleyway locations, producing persistent illegal dumping. The consequences have included foul odors, pest infestations and, in many cases, conflicts among neighbors.

To tackle the problem, the district began the small multi-unit housing recycling-station support program in 2017 and has helped install stations at 377 sites to date.

This year the district plans to add 30 more stations. Selected properties will receive one recycling station capable of five-category sorting, plus two distributions of 200 collection plastic bags—400 bags in total.

Eligible applicants are urban-style residential buildings with six or more households. Priority will go to properties with many residents where organized recycling management is most urgently needed.

Crucially, the district requires each participating building to designate one resident as a dedicated manager rather than merely installing equipment and leaving it unattended. The manager will maintain the station’s cleanliness and replace bags, while the district office will provide ongoing administrative guidance to ensure the role is carried out effectively.

Small multi-unit housing that wishes to apply can do so by visiting their local neighborhood community center or by going to the Geumcheon District Office Cleaning Administration Division and completing an application form. Officials will conduct on-site inspections after applications are submitted to determine feasibility and will proceed with installations in phases.

A district official said improving recycling conditions is a hands-on environmental policy that directly affects residents’ daily lives, and that the district will continue to pursue practical environmental measures residents can feel as it works to keep the city clean and pleasant.
