Incheon’s Luwon City: How Will the New Committee Tackle Overcrowded Classrooms?

Incheon City, the Korea Land & Housing Corporation (LH), and the Incheon Office of Education will form a working group to address overcrowded classes in Lu-Won City.

Yu Jeong-bok, a candidate for mayor, announced the plan at a town-hall meeting with Lu-Won City residents on May 6.

At the meeting, Yu met with resident representatives from Lu-Won City and discussed local issues, including overcrowded classrooms.

Moon Nam-sik, head of the Lu-Won Prugio residents’ association, said development of the central 1–4 complexes in Lu-Won City has stalled. He added that Gahyeon Elementary School remains the most overcrowded school in the country and that the education office has offered no alternative.

Residents including Hong Min-jung said Gahyeon Elementary averages 32 students per class and warned that middle schools are also facing severe overcrowding.

Yu said the Lu-Won City project was announced about 20 years ago. After reviewing the project when he served as mayor during the sixth elected local administration, he found little progress. He said plans for a landmark, schools, and amenities stalled because they were tied to the real estate market.

He added that residential construction is largely complete, while development of the central commercial district remains ongoing.

Yu said the education office concluded there would be no problem based on future demand projections, but that assessment appears to have included data from Seoknam-dong. He acknowledged the overcrowding in Lu-Won City and said it will not be resolved quickly.

He pledged to form a consultative body with LH and the city education office to seek the best solutions for the schools.
