Jo Moon-kwan vs. Former Mayor: Who Will Lead Yangsan’s Transformation in 2026?

Jo Moon-gwan, the Democratic Party of Korea candidate for mayor of Yangsan, held his campaign launch on the 10th ahead of the June 3 local elections. He said, “We cannot entrust the opportunity for a major transformation in Yangsan to the former mayor,” and vowed, “I will defeat my friend-turned-rival, the former mayor, in our final showdown.”

About 800 supporters attended the launch, including Lee Jae-young, head of the Democratic Party of Korea’s Research Institute; former lawmaker Kim Du-kwan; and Democratic candidates running in Yangsan for the June 3 election.

Jo criticized his longtime rival, saying the man has already served three terms as mayor but citizens’ lives have shown little improvement. He added that the rival had ample opportunity—three terms, 12 years—yet continues to govern “as if it were a decade ago.”

Jo pledged to complete the integration of Busan, Ulsan and South Gyeongsang Province—a project championed by President Lee Jae-myung of South Korea—and to transform Yangsan into a central coordinating hub that links the three cities’ transportation, cultural, industrial and economic networks.

He also said that the opening of Arctic shipping routes has put the maritime hub of Busan in the spotlight, elevating Yangsan’s strategic standing as a supporting city and creating new opportunities for growth.

Jo also emphasized that he would be “a new mayor who changes lives and Yangsan’s future,” and urged supporters to unite behind him through the June 3 election.

After the campaign launch, Democratic candidates visited Gyodong Chunchoo Park to pay respects to the city’s fallen patriots.
