Will AI Replace Humans? South Korea’s Bold Plan to Protect Labor Rights

On May 21, Minister of Employment and Labor Kim Young-hoon said that, amid a sweeping shift driven by artificial intelligence (AI) and digital transformation, a “human-centered AI transition” is more important than ever. He vowed to work with the International Labour Organization (ILO) to develop a model that balances technological innovation with protection of workers’ rights.

At a meeting with ILO Secretary-General Gilbert Houngbo, who is visiting Korea, the two discussed broad measures to strengthen strategic cooperation and expand Korea’s role within the ILO. This marked Houngbo’s first visit to the ministry since taking office in October 2022.

The officials exchanged views on the direction of human-centered AI policy, the South Korean government’s approach to building a labor-respecting society, ways to deepen Korea–ILO partnership through cooperative projects, and measures to raise Korea’s profile and influence within the ILO.

Minister Kim recalled attending the ILO General Conference in the past as a labor representative and said he had been deeply impressed by the ILO’s pursuit of human-centered labor values through tripartite cooperation among labor, employers, and government. He said it was especially meaningful to welcome Houngbo now in his role as minister.

He noted that, historically, technological innovation has created new opportunities but also brought significant changes to labor markets and job structures. In this period of transition, he said, technological progress must be directed toward people and must not leave labor behind.

Kim added that Korea intends to act responsibly amid the AI transition and wider international changes. The Ministry of Employment and Labor plans to pilot and lead the AI-driven transformation of employment administration and internal operations that serve the public.

Minister Kim said a society that respects labor and allows everyone to work with dignity reflects the universal core values the ILO has promoted. He invoked the spirit of the Philadelphia Declaration — that labor is not a commodity but a right and a value deserving respect — and pledged active participation in international discussions to help these principles spread globally.

Secretary-General Houngbo expressed appreciation for Korea’s proposal of a global AI initiative, emphasizing that international cooperation is essential to secure quality jobs and ensure a people-centered transition in the AI era.

Houngbo, who will remain in Korea through May 22, is scheduled to meet the president and representatives of labor and management and to visit the Seoul Employment Center.
