Amid a global AI boom, Chinese authorities have reportedly begun imposing exit restrictions on key AI personnel at private companies to stem talent outflows.Bloomberg reported on May 26, citing multiple sources, that the Chinese government now requires key staff involved in advanced AI research and development to obtain government approval before traveling abroad. Beijing has expanded exit controls that previously applied to leading university researchers, nuclear scientists, and state-owned enterprise executives to include private AI specialists. The measures are said to target AI startup founders, specialized researchers, and corporate executives. Industry observers note that employees at major Chinese AI firms such as Alibaba and DeepSeek may also fall under the new rules.Sources say the government compiles the exit-restriction list not only by an individual’s education or institutional affiliation but also by their strategic importance to national priorities. Analysts view the move as evidence that Beijing regards core AI talent as a national strategic asset. With the United States tightening advanced semiconductor export controls and increasing measures to curb China’s AI progress, Beijing appears intent on preventing potential talent outflows at the source. However, many analysts warn the policy could, over time, weaken China’s competitiveness in AI. Restrictions on attending overseas conferences, participating in global research collaborations, and building international networks could slow innovation. The rules may also hinder Chinese AI companies’ ability to recruit and retain top talent.Tensions rose after China recently blocked Meta’s proposed acquisition of the AI startup Manus. Foreign outlets reported that Chinese authorities barred two Manus co-founders from leaving the country, effectively confining their activities to China. Sources say the new exit restrictions are not necessarily directly linked to the Manus case, but they add that preventing technology leakage remains a core policy objective.Bloomberg observed that Chinese AI engineers may face an early-career choice: stay in China or pursue opportunities abroad.#China #AI #TalentOutflow #ExitRestrictions Yonhap News TV inquiries and tips: KakaoTalk/Line jebo23 Kwon Jeong-sang (jusang@yna.co.kr)
